The finance team at Detroit’s Third Circuit Court was faced with many challenges and roadblocks getting in their way of accurately calculating and processing attorney payments. Final payment amounts depended on a range of factors such as the severity of charges, different court events or types of hearings attended by the attorney, and specific business rules governing payment reductions for bundled events occurring on the same day. The lack of an automated system led to delays, errors, and difficulties in tracking and managing payments. A new system was needed to streamline the payment process, automate fee calculations based on case severity, and provide real-time information and reports for efficient fiscal management.
Major challenges and needs existed within the court, such as the ability to provide an interface for the court finance team to input court events or hearings and associated fees for attorney payments based on case severity. Court staff also needed to translate business rules into machine algorithms to automate payment calculations, including full payments, halved payments, and reductions for bundled events on the same day.
A new system was needed to allow staff to facilitate the review and decision-making process for the court finance team in approving or declining payment requests, and interface with the Case Management System and the County Financial System to provide real-time information and generate dynamic reports. Attorneys were affected also as they needed to search for their assigned cases, view eligible events attended, and submit payment requests accordingly.
Enqbator worked together with the 3rd Circuit Court’s finance team in order to develop unique solutions based completely on the finance team’s needs. Extensive consultations were conducted with court finance team members, attorneys, and key stakeholders to understand their payment-related challenges, requirements, and desired functionalities. The solution put in place was developed as a web-based application that fully integrated with existing court systems and databases. A complex Algorithm Development process was implemented. Business rules governing payment calculations were translated into machine algorithms. These algorithms were able to automatically determine the payment amount based on case severity, attended events, and bundled event rules.
The system was seamlessly integrated with the Case Management System and the County Financial System to ensure real-time information exchange, accurate data retrieval, and efficient report generation. And to make things as safe as possible for data and user privacy, the system was deployed to a secure server environment. The final implementation was gradually rolled out to the Circuit Court, starting with a pilot project in select court divisions. User feedback was continuously collected and addressed to ensure smooth adoption and complete user satisfaction.
